The Safety Manager is responsible for the administration of the company Safety Management System (SMS) and functions as the Chairman of the Safety Committee. He/she is responsible for monitoring safety issues, providing safety education, investigating incidents and accidents, acting as a resident expert on safety matters, developing and implementing risk management and loss control standards, and making recommendations to improve safety in the workplace. The Manager Safety is a Post holder position and is subject to CAA acceptance. He/She reports to the Accountable Manager.

Duties and Responsibilities

  • Administer the airline safety Management System and ensure that safety program elements are carried out at all levels.
  • Work with the Flight Operations and Maintenance Departments, Chief Pilot and other department heads to ensure a safe airline.
  • Manage and monitor the review of hazards across the company and evaluate safety impacts with management.
  • Make recommendations to correct and prevent identified safety issues.
  • Monitor management and operational compliance with applicable regulatory safety standards.
  • Research on safety issues and monitor trends in reporting systems and investigate accident and incident reports.
  • Provide regular reports to management on program status and compliance.
  • Evaluate and recommend the implementation of aviation safety management software programs.
  • Implement a system of internal safety evaluation audits (ISEA) and complete the risk analysis to address the root cause of incidents and accidents. 
  • Review reported issues on flight or maintenance performance, evaluate with Director of Operation, Chief Pilot, Safety Officers and Maintenance Managers for corrective action.
  • Be responsible for coordination of Emergency Operations.
  •  Chair the Safety Committee.
  • Schedule regular safety committee and risk analysis meetings as required.
  • Keep record of committee meetings (minutes) for effective follow up action. 
  • Be responsible for the airline Emergency Response Plan (ERP).
  • Organize meetings, training and ongoing oversight to ensure optimum preparedness.
  • Ensure production and update of the airline Emergency Response Manual and training of personnel in the ERP procedures accordingly. 
  • Ensure that the Facility Emergency Plan is in place.
  • Communicate safety issues to all staff in the airline.
  • Make recommendations to correct or prevent identified safety issues to mitigate the risk as part of loss control standards.
  • Distribute safety related articles and accident recaps to company personnel across the airline.
  • Act as liaison with safety organizations (formal and informal) on matters of industry safety concerns.
  • Participate in all external safety audits, addresses and communicate corrective actions as necessary.
  • Attend airport safety meetings as required.
  • Conduct "SMS Induction" for new employees and conducts employee (safety) meetings to promote safety.
  • Update Safety Manuals and the airline Safety Management System.
  • Participate in developing Standard Operating Procedures (SOP’s) for flight operations.

Qualifications and Competencies

  • Experienced flight operations or Engineering, or Dispatcher certification.
  • Bachelors degree in Aviation Safety will be an added advantage.
  • Airline safety management experience is essential.
  • A good knowledge of aviation-related safety programs, safety standards applicable to aviation operations, accident causation and prevention theory, aircraft operating safety margins, risk management techniques and human factors in work places.
  • Exceptional interpersonal and communication skills.
  • Open minded Team player with good listening skills.
  • High level of computer proficiency.
  • Highest level of integrity and professionalism.
